The players in the game take on the roles of Churchill, Roosevelt, or Stalin as they maneuver against each other over the course of 10 Conferences that determine who will lead the Allied forces, where those forces will be deployed, and how the Axis will be defeated. The player whose forces collectively have greater control over the surrendered Axis powers will win the peace and the game.
In this game, three players sit around a circular conference table, each with a deck of historical figures as their staff. They play cards to move issues on the table closer to their side, with bonuses for aligning historical figures with specific issues. Special abilities of their Head of State card (Roosevelt, Churchill, or Stalin) can be used with bonuses but carry potential penalties, and the goal is to win the most issues to gain leverage in one of the global issues, like Free Europe versus Spheres of Influence in the UK versus USSR context.
